For settings.ini, here's the values you could change:

[Beat]
Test - ? ? ?
KBsensitivity - keyboard speed

[General]
Difficulty - change default difficulty (0,1)
Nofail - enable nofail (0,1)
Bot - enable bot (0,1)
Defaultsoundtype - default soundtype
Updatenotif - enable update notifiers
Autoexec - autoexecution string
Scale - 0 stretches, -0.01 or less fixes
aspect ratio, any positive number changes to fixed scale
Fullscreen - change fullscreen option (0,1)
Verticalsync - change vsync option (0,1)
